The person who produced it reckoned a BBC animation project for the anniversary. Bignell now thinks it's a 2012/13 animation done as a test.

you choose :)

The vid has been taken down, apparently on request (though others have already re-uploaded it, of course lol. Once the genie's out of the bottle...)
Not sure what to make of it, especially with it being taken down. Either there's something funny going on or we're being trolled hard, though the original poster doesn't seem to be the trolling type...

The videos are being deleted left, right and centre (don't they know you can never get rid of anything permanently on the internet?) with BBC Worldwide making manual - rather than automated - copyright claims on it (when there are loads of brief fan animations on YT they don't bother with) and still no one has claimed responsibility or come up with an explanation for the animation.

Anybody can see from the quality that it isn't fan made. Yet some are still protesting that it is which is downright silly, but there you go. I look forward to November.

Yeah, there are some really silly arguments being made, when even the usual self-appointed expert crowd can't offer an explanation for it or why the vid's been systematically targeted for removal on every site around when there's loads of fan animations left untouched.
I think something is definitely happening.
